'Treat game'
The legal representative, prosecuting, outlined Ruben's offending to the judicial body.
She said his victims were disadvantaged youngsters who were attending a youth camp which he operated.
Ruben played a "treat game" with the children, the prosecutor stated, in which he would access the children's bedrooms when they were getting ready for bed and tell them to ingest treats "as fast as possible".
She stated to the judge Ruben had conducted this practice with the young males "for many years", and children had earlier experienced illness the subsequent day.
She said the man had been successful in rationalizing this for many years as the youngsters being "overexcited from fun", until his family member had concerns in recently.
The legal representative stated further: "This year his family member had suspicions about what was going on, for good reason.
"They chose" to investigate in the defendant's belongings."
The prosecutor stated objects including baby oil, petroleum jelly and injection devices were located, and his family member contacted the police about his suspicions.
She stated Ruben proceeded to conduct the "treat game" with six youngsters that time - that Saturday - and they were all sick the following morning.
"The police had not arrived by that time," she stated further.
The oversight body, the police conduct office, had stated that it was investigating law enforcement's management of the incident.
The legal representative stated the youngsters were having difficulty walking due to being ill, so Ruben's stepson called the law enforcement a second time.
She stated the defendant then conducted the "treat game" in a area of five children.
